BC PNP Health Authority Stream
The BC PNP Health Authority stream is for eligible health professionals who are part of British Columbia's public healthcare system and have the required support from a B.C. public health authority.
Unlike the Skilled Worker stream, eligible Health Authority applicants do not need to submit a registration and wait for an Invitation to Apply. If you meet the requirements and have health-authority support, you can apply directly to the BC PNP.

Who Is the Health Authority Stream For?
The stream is intended for select healthcare workers connected to B.C.'s public healthcare system. For most applicants, this means being a direct employee of an eligible B.C. public health authority with a qualifying job offer.
Direct Health Authority Employees
You must generally have a regular, indeterminate, full-time job offer in an eligible health occupation and be directly employed by a listed B.C. public health authority.
Special Professional Situations
Physicians, nurse practitioners and midwives can qualify under specific rules even where they are not directly employed by a health authority, provided the required professional licence/eligibility and health-authority or practice-group support are in place.
Important correction to older information: the Health Authority stream does not have a general rule requiring every applicant to have two years of healthcare work experience. You must instead meet the work experience, education, training, licensing and other qualifications required for your occupation and by the supporting health authority.

Each health authority has its own internal process for deciding which BC PNP applications it will support. Health authorities are not obligated to support every eligible employee. Only authorized individuals within the health authority can sign the required Employer Declaration.
Eligible Occupations
Direct Employees
- Health occupations where the NOC code starts with 3
- NOC 41300 – Social workers
- NOC 41301 – Therapists in counselling and related specialized therapies
- NOC 42201 – Social and community service workers
Professional Exceptions
- Physicians with required B.C. licensing or licensing eligibility and health-authority support
- Nurse practitioners with required B.C. licensing or licensing eligibility and health-authority support
- Midwives licensed in B.C. with support from a health authority or midwife practice group
Key Eligibility Requirements
Applicant
- Intend to live, work and economically establish in British Columbia
- Maintain valid immigration status in Canada, where applicable
- Meet the education, training, experience and qualifications required for the offered job
- Meet mandatory professional licensing, certification or registration requirements
- Meet applicable language requirements based on the NOC TEER level
- Meet BC PNP wage and minimum family-income requirements
Employment & Employer
- Health authority must agree to support the BC PNP application
- Direct employees generally need a regular, full-time job averaging at least 30 hours per week
- Job offer generally must be indeterminate, with no defined end date
- Applicant must remain qualified for the position
- Offered wage must meet BC PNP wage requirements
- Employment must remain eligible throughout the application process
Language Requirements
Language requirements depend on the NOC TEER level of the offered position.
TEER 2 or 3
Applicants must demonstrate at least CLB 4 in listening, speaking, reading and writing using an accepted language test.
TEER 0 or 1
A language test is not automatically required at application solely because of the BC PNP minimum language rule, although BC PNP may request one and Express Entry requirements are separate.
Accepted tests currently include CELPIP-General, IELTS General Training, PTE Core, TEF Canada and TCF Canada. Test results are generally valid for two years.
Occupation-Specific Qualification Requirements
Health Care Assistants / Aides
For NOC 33102, the applicant must be on the B.C. Care Aide & Community Health Worker Registry.
Dental Assistants
For NOC 33100, the applicant must hold the licence required to work as a dental assistant in B.C. Unlicensed chairside dental assistants are not eligible.
Social & Community Service Workers
For NOC 42201, the applicant must have a diploma or degree in social services or community health services.
Other regulated health professions may have their own licensing, registration or certification requirements. These professional requirements must be assessed separately from immigration eligibility.
No Registration or Draw Required
The regular Health Authority stream is different from the Skilled Worker stream because you do not submit a Skills Immigration registration and you do not wait for a BC PNP draw.
Once you meet the Health Authority stream requirements and have the required employer/support documents, you can submit a direct application through the BC PNP Online portal.
Express Entry BC (EEBC) Option
The Health Authority stream has an Express Entry BC option for eligible applicants whose occupations are in NOC TEER 0, 1, 2 or 3 and who also qualify under a federal Express Entry economic program.

- Have a valid Express Entry profile
- Have an Express Entry Profile Number
- Have a Job Seeker Validation Code
- Qualify under an eligible federal Express Entry program
- Meet all BC PNP Health Authority requirements
EEBC Is Optional
Applicants who qualify for the Health Authority stream do not need an Express Entry profile if they are applying through the non-Express Entry provincial nominee process.
Temporary Rural/Remote Health Support Initiative
B.C. currently also has a temporary initiative for certain direct employees of provincial health authorities who work in eligible security or cleaning occupations in rural or remote parts of the province.
Eligible Occupations
- NOC 64410 – Security guards and related security service occupations
- NOC 65310 – Light duty cleaners
- NOC 65312 – Janitors, caretakers and heavy-duty cleaners
Important Requirements
- Must be a direct health-authority employee, not an employee of a contractor
- Must be working full-time in an eligible rural/remote location
- Must generally have completed at least 9 consecutive months of qualifying work immediately before registration
- Must continue with the same health authority, eligible occupation and qualifying work location during the process
- Must meet minimum income requirements for the qualifying period
- Must have completed at least secondary education
- Express Entry BC is not available for this temporary initiative
Because this is a temporary initiative, its availability and requirements should be checked immediately before relying on it.
Wage & Minimum Family Income
The offered wage must fall within the acceptable wage range for the occupation and location, be comparable to wages paid to similarly qualified Canadian citizens and permanent residents, and be consistent with the employer's wage structure.
Your family income must also meet the current BC PNP minimum-income threshold based on your family size and whether you live in Metro Vancouver or elsewhere in B.C.
These thresholds are updated periodically, so they should be checked in the current BC PNP Skills Immigration Program Guide rather than permanently hard-coded into the page.

Apply for Permanent Residence
If nominated, submit the appropriate permanent-residence application to IRCC and continue meeting nomination conditions.

Important Points
Health Authority Support Is Essential
Being employed by a health authority does not automatically mean the organization will support your BC PNP application.
Licensing Still Matters
Older wording suggesting there is “no licensing requirement” should not be used. Applicants must meet the professional licensing, registration or certification required for their occupation.
No Guaranteed Expedited Processing
The page should not promise faster or expedited processing. Processing times and priorities can change and should be checked through the official BC PNP website.
Nomination Does Not Authorize Work
A BC PNP nomination by itself does not give permission to work in Canada. Valid work authorization must be maintained separately.

Do I need to register and wait for a BC PNP draw?
No. Eligible applicants under the regular Health Authority stream can apply directly to the BC PNP once they meet the requirements and have health-authority support.
Do I need two years of healthcare work experience?
There is no general two-year stream requirement for every Health Authority applicant. You must instead have sufficient experience and meet the qualifications required for the offered job and by the health authority.
Which occupations are eligible?
For direct health-authority employees, eligible occupations include health occupations with NOC codes beginning with 3, plus social workers (41300), therapists in counselling and related specialized therapies (41301), and social and community service workers (42201). Special rules also exist for physicians, nurse practitioners and midwives.
Does my job have to be full-time?
For direct employees, the job generally must be regular, indeterminate and full-time. BC PNP defines full-time as an average of at least 30 hours per week, year-round.
What is the minimum language level?
For TEER 2 or 3 occupations, CLB 4 in each language ability is required. TEER 0 or 1 applicants are not automatically required to submit a language test under the BC PNP minimum rule, although one may be requested and Express Entry rules are separate.
Can physicians and nurse practitioners qualify if they are not direct employees?
Yes, they may qualify if they have the required support from a B.C. health authority and are licensed or eligible to be licensed in B.C.
Can a midwife qualify without being directly employed by a health authority?
Yes. A midwife may qualify with support from a B.C. health authority or midwife practice group and must be licensed to work as a midwife in B.C.
Is Express Entry available?
Yes, the Health Authority stream has an Express Entry BC option for eligible TEER 0–3 applicants who also meet the requirements of a federal Express Entry economic program.
What is the temporary rural/remote health initiative?
It is a temporary BC PNP pathway for certain direct health-authority employees working in eligible security or cleaning occupations in qualifying rural/remote locations. It has its own occupation, work-location, nine-month employment and other requirements.
